SLCPD SWAT Team Takes Barricaded Suspect into Custody

SALT LAKE CITY — Overnight, the Salt Lake City Police Department’s SWAT Team and Crisis Negotiators spent several hours trying to safely take a 35-year-old domestic violence suspect into custody.

This investigation started at 11:52 p.m. on Friday September 16, 2022, when SLC911 received information from a community member at 1025 East 400 South about a female yelling for someone to call 9-1-1.

The 9-1-1 caller told emergency dispatchers it sounded like a fight was happening.

Officers arrived on scene and found signs of a disturbance around the apartment. Additional patrol resources, including a patrol supervisor, responded to help.

Officers confirmed the female victim left the area before they arrived.

Officers confirmed the suspect’s identity and learned that on September 07, 2022, the SLCPD booked the suspect into the Salt Lake County Metro Jail on charges of violating a protective order, assault and domestic violence in the presence of a child, according to jail records.

Officers began talking with the suspect, but he refused to comply.

While speaking with officers, the suspect indicated he had access to a firearm.

At 2:44 a.m., the on-scene incident commander requested the assistance of SLCPD SWAT and Crisis Negotiators. These highly trained teams provide patrol officers with additional resources.

The Salt Lake City Fire Department and Gold Cross staged nearby.

Officers obtained a court-authorized search warrant.

SWAT and Crisis Negotiators continued for several hours to communicate with the suspect, but he still refused.

With no response from the suspect, SWAT officers entered the home. At 6:13 a.m. on Saturday September 17, 2022, SWAT declared the apartment safe.

Officers safely took the suspect, later identified as 35-year-old Andrew Taylor, into custody without further incident. SLCFD and paramedics conducted an on-scene medical assessment on Taylor.

Taylor will be booked into the Salt Lake County Metro Jail once medically evaluated. Officers believe Taylor caused injury to himself while inside the apartment prior to officers getting inside.

According to court records, the Salt Lake County Metro Jail released Taylor from custody on September 14, 2022, after he posted bond on the earlier DV case. At that time, as part of his release, Taylor promised “not to commit any criminal offense” and agreed to have no contact with the victim in the earlier DV case – who is the same victim in today’s case.

The Salt Lake City Police Department is not the custodian of record for jail booking photos. Utah Code 17-22-30 mostly prohibits the release of jail booking photos. Generally, a jail booking photo can only be released by the custodian of record after a conviction or when law enforcement determines the person is a fugitive or an imminent threat to a person or public safety. In Salt Lake City, the Salt Lake County Sheriff’s Office is the custodian of record for jail booking photos.
