Chief Mike Brown Acknowledges Excellent Work of SLCPDSALT LAKE CITY — Today, Chief Mike Brown acknowledged the hard work of the employees of the Salt Lake City Police Department who have been kept unusually busy Friday and Saturday across all shifts and all parts of the city. “We have seen an unusual number of significant events over the past 24 hours that tied up a lot of our resources,” said Chief Mike Brown. “I am continuously impressed with the dedication and professionalism of the women and men of the Salt Lake City Police Department. Their hard work defines our police department, and it separates us from every other department in the country.” Below is a chronological summary of some of the significant events SLCPD responded to on Friday and Saturday. Person With a Weapon This investigation started at 10:51 a.m. on Friday October 21, 2022, when SLC911 took a call from a man who reported several strangers attacked him over several days near 2300 South and 1700 East. Officers responded and learned the person was in a severe mental health crisis and armed himself with a knife and screwdriver. Patrol officers worked quickly to effectively communicate with the man and developed a rapport with him. While communicating with the man, he exited his house and walked toward officers holding the weapons. The officers on scene kept a safe distance and ordered the man to stop. The man went back inside his house. Officers spoke with the man by phone and convinced him to peacefully surrender. Gold Cross Ambulance took the man to the hospital for emergency mental health treatment and care. No further information is available for release. Wanted Fugitive This investigation started at 11:05 a.m. on Friday October 21, 2022, when a law enforcement agency in New Jersey contacted the Salt Lake City Police Department’s Airport Division about a man wanted for sexually assaulting a nine-year-old child in New Jersey. Officers learned the man fled New Jersey, went to Chicago and boarded a flight to Salt Lake City with intentions of leaving the country. Upon the flight’s arrival, SLCPD officers quickly and safely arrested the man without incident. Due to the ongoing investigation, and to protect the child’s identity, the man’s name is not being released. Aggravated Assault Investigation This investigation started at 5:13 p.m. on Friday October 21, 2022, when SLC911 took a phone call from a woman reporting 55-year-old Kelvin Perry threatened her and her friend with an axe inside an apartment near 300 East and 800 South. Officers responded and learned Perry and his roommate got into an argument over rent money. During the fight, Perry grabbed an axe and threatened to hurt the two women. He is also accused of swinging the axe into a wall causing minor damage. Gold Cross Ambulance took Perry to the hospital after he started complaining about a prior medical condition. The primary officer stayed with Perry at the hospital for approximately four hours before being told by hospital staff that Perry would need to be admitted for observation. Upon his release from the hospital, Perry will be booked into the Salt Lake County Metro Jail on charges of aggravated assault constituting domestic violence. Domestic Violence Sexual Assault This investigation started at 6 p.m. on Friday, October 21, 2022, when officers responded to an address near 600 South 200 West to investigate a strangulation. When officers arrived, they learned the suspect, 31, and victim, 36, were in a fight. During the incident, the suspect suffocated the victim causing her to lose consciousness. The suspect then physically and sexually assaulted her. Detectives with the Salt Lake City Police Department’s Special Victims Unit responded to continue the investigation. Gold Cross Ambulance took the victim to the hospital. Officers booked the suspect into the Salt Lake County Metro Jail on charges of rape, sexual abuse and aggravated assault. To protect the identity of the victim, the suspect’s name is not being released. Domestic Violence Kidnapping This investigation started at 7:19 p.m. on Friday October 21, 2022, when officers were dispatched to an address near 1400 South and 300 West to investigate a domestic violence incident involving a knife. Officers arrived at the location but could not find the victim or suspect. Despite not finding anyone, SLCPD officers continued the investigation and reviewed surveillance video, which captured the aggravated assault. During the investigation, officers learned the suspect, 24-year-old Antonio Begay, refused to let the victim leave their shared apartment. Eventually, the victim was freed and called a family member. Officers spoke with the victim and confirmed she was safe. Due to the nature of the aggravated assault and kidnapping, officers established a tactical plan to safely take Begay into custody. The custody team included patrol officers, Motor officers, Bike officers and on-duty SWAT officers. Officers booked Begay into the Salt Lake County Metro Jail on charges of public intoxication, aggravated assault, domestic violence in the presence of a child and kidnapping. Deadly Car Crash This investigation started at 9:02 p.m. on Friday October 21, 2022, when SLC911 got a call about a car crash at 1000 South State Street. Salt Lake City Fire and Gold Cross arrived on scene and confirmed the victim, a 42-year-old man, died. Officers determined the car that hit the victim was traveling southbound on State Street. The victim was crossing the street at the time of the crash. The driver remained on scene and is cooperating with the investigation. The Crash Analysis Reconstruction (CAR) Team and SLCPD Crime Lab technicians responded to the scene. The CAR Team is a multi-jurisdictional crash team that investigates crashes involving serious physical injuries or death. Members of the CAR Team receive specialized training in collision examination, speed analysis, vehicle dynamics, occupant kinematics, scene photography, surveying equipment, crash scene mapping, evidence collection and computer aided drawing programs. The CAR Team includes law enforcement from the Salt Lake City Police Department and several other Salt Lake Valley law enforcement agencies. Domestic Violence Stabbing This investigation started at 12:05 a.m. on Saturday October 22, 2022, when SLC911 received information about a disturbance near 1000 East 600 South. While responding, additional information came in and officers learned someone at the location had been stabbed. Officers arrived and found a 24-year-old man bleeding profusely. Officers immediately provided emergency first aid. Gold Cross Ambulance took the victim to the hospital. The man remains at the hospital in critical but stable condition. During the investigation, officers learned the suspect, Ivan Rodriguez-Perez, got into a physical fight with the 24-year-old victim. The fight resulted in Rodriguez-Perez stabbing the victim. The suspect’s girlfriend and the victim’s wife tried to stop the stabbing. While doing so, Rodriguez-Perez stabbed his girlfriend. Paramedics took her to the hospital. Her injuries were not considered critical. Officers arrested Rodriguez-Perez and booked him into the Salt Lake County Metro Jail on charges of aggravated assault, aggravated assault constituting domestic violence, and domestic violence in the presence of a child. Shooting Investigation This investigation started at 2:27 a.m. on Saturday October 22, 2022, when officers were on an unrelated call at 350 South Main Street and heard several gunshots coming from the west of their location. Officers rushed to the area and quickly identified a crime scene in the parking lot at 300 South West Temple Street. Patrol officers, two K9 units and members from the SLCPD’s Gang Unit responded and started searching for the suspects. Officers quickly located 21-year-old Alex Ogilvie and 20-year-old Isidro Perea. There were no injuries reported from the shooting. While searching the area, officers found one car with a bullet hole and learned one bullet went through a window of an occupied condo on 300 South. Officers booked Ogilvie into the Salt Lake County Metro Jail on charges of possession of a firearm by a restricted person and felony discharge of a firearm. Officers booked Perea into the Salt Lake County Metro Jail on charges of possession of a firearm by a restricted person. Officers seized two weapons from the suspects during the investigation. Detectives with the SLCPD Gang Unit continue to investigate this case. Anyone with information on this shooting should call 801-799-3000 and reference case number 22-209346. Deadly Industrial Accident This investigation started at 12:19 p.m. on Saturday October 22, 2022, when SLC911 got a call about an industrial accident at 1998 North Redwood Road. Officers responded and learned a large piece of granite fell on an employee. Other employees immediately began life-saving efforts, but the employee died. The victim is a 54-year-old man. His name is not being released at this time. No additional information is available for release. Suspicious Package This investigation started at 12:45 p.m. on Saturday October 22, 2022, when SLC911 got a call about a suspicious package near 800 South and 800 West. The 9-1-1 caller said she received a package from an unknown person and found several bundles containing a crystal-like substance inside. Officers safely took possession of the package and confirmed the bundles were methamphetamine. In total, there were four separate packages that contained more than four pounds of methamphetamine. Officers booked the methamphetamine and packaging into evidence. This investigation is ongoing. No additional information is available for release. —————- Charges are only allegations, and every arrested person is presumed innocent unless and until proven guilty beyond a reasonable doubt. The Salt Lake City Police Department is not the custodian of record for jail booking photos. Utah Code 17-22-30 mostly prohibits the release of jail booking photos. Generally, a jail booking photo can only be released by the custodian of record after a conviction or when law enforcement determines the person is a fugitive or an imminent threat to a person or public safety. In Salt Lake City, the Salt Lake County Sheriff’s Office is the custodian of record for jail booking photos.
