Man Pleads Guilty in May 2022 Deadly Crash

SALT LAKE CITY — Today, the Salt Lake City Police Department provided an update to a May 2022 deadly crash that killed a pregnant woman.

On January 5 2023, 53-year-old Jack Archibald pleaded guilty to two felony counts of Automobile Homicide and one felony count of Driving Under the Influence (DUI) after hitting and killing 23-year-old Libbie Isabel Allan and her unborn child.

This investigation started at 11:26 a.m. on Tuesday, May 3, 2022, when SLC911 received information about a crash involving a vehicle and two people near 900 East 1700 South.

During the investigation, detectives determined Archibald drove a car under the influence of alcohol, near 1700 South and 900 East when he swerved into oncoming traffic lanes and onto the sidewalk, hitting Allan and her 3-year-old daughter.

Allan died while being taken to the hospital.

After the initial crash, Archibald’s car traveled through the front yard of a residence and knocked over a metal fence. Archibald did not stop and continued driving away from the scene.

A short time after the crash, officers searching the area found Archibald and the involved car near the Forest Dale Golf Course. Officers found Archibald inside a shed.

Arresting officers noted Archibald smelled very strongly of an alcoholic beverage.

The CAR Team and SLCPD Crime Lab technicians responded to the scene.

The CAR Team is a multi-jurisdictional crash team that investigates crashes involving serious physical injuries or death. Members of the CAR Team receive specialized training in collision examination, speed analysis, vehicle dynamics, occupant kinematics, scene photography, surveying equipment, crash scene mapping, evidence collection and computer aided drawing programs.

The CAR Team includes law enforcement from the Salt Lake City Police Department and several other Salt Lake Valley law enforcement agencies.

Archibald is scheduled to be sentenced on March 6, 2023. Additional questions about the change of plea should be directed to the Salt Lake County District Attorney’s Office.

The Salt Lake City Police Department is not the custodian of record for jail booking photos. Utah Code 17-22-30 mostly prohibits the release of jail booking photos. Generally, a jail booking photo can only be released by the custodian of record after a conviction or when law enforcement determines the person is a fugitive or an imminent threat to a person or public safety. In Salt Lake City, the Salt Lake County Sheriff’s Office is the custodian of record for jail booking photos.

No further information on this case is being released. Neither the PIO nor the On-Duty Watch Commander are available for interviews.
