SLCPD Invokes OICI Protocol Following Deadly Pursuit

SALT LAKE CITY — Today, the Salt Lake City Police Department invoked the Officer-Involved-Critical-Incident (OICI) protocol after a pursuit ended in a crash with one person being killed.

“This incident serves as a reminder of the dangers we face in our line of duty,” said Chief Mike Brown. “Based on preliminary information, it appears our officers were responding to a rapidly unfolding situation. I am very proud of the work our officers do to keep our community – and each other – safe.”

This investigation started at 12:16 a.m. on Sunday, October 8, 2023, when SLC911 received information about a shooting that had just occurred near 923 South State Street.

As officers arrived on scene, they saw a car leaving at a high rate of speed eastbound on 900 South.

Paramedics took the shooting victim to the hospital with a non-life-threatening injury.

Based on the preliminary information available at this time, officers had information to believe the people inside the car may have been involved in the shooting that had just occurred.

Officers attempted to stop the car, but the driver refused to pull over and officers began pursuing the car.

The driver of the car crashed at 1100 East 900 South. The crash caused the car to roll-over.

One of the car’s occupants died on scene.

Based on the preliminary investigation, it appears the driver of the car crashed after failing to navigate the roundabout while traveling at a rate of speed.

Officers did not utilize any pursuit interventions, such as a “PIT maneuver” or “stop sticks.”

Paramedics took the other person in the car to the hospital with non-life-threatening injuries.

After the pursuit, as officers started reviewing evidence and speaking with witnesses, they learned the shooting may happened following a large party near 880 South Edison Street.

Detectives would like to speak with anyone who has photos or video of the events leading up to, during, and after the shooting and the pursuit and the crash.

Based on the known facts, no officer used their firearm during this incident.

There were no injuries to any Salt Lake City Police officer.

This crash marks the 16th traffic-related fatality in Salt Lake City for 2023.

This is the second time the Salt Lake City Police Department has invoked the OICI protocol in 2023.

The three officers involved in the pursuit will be placed on paid administrative leave, which is a standard procedure.

OICI Protocol Team 3 is leading this investigation.

The SLCPD Public Relations Unit responded to the scene to provide updates.

SLCPD detectives and crime lab technicians responded to the scene.

There are several investigations underway related to this incident. As those investigations proceed, additional information may develop that could result in some of this information becoming out of date.
