SLCPD Officers Arrest Suspect on Felony Drug and Mail Theft Charges on Jordan River TrailSALT LAKE CITY — Officers with the Salt Lake City Police Department’s Pioneer Patrol Division arrested a wanted fugitive during an enforcement operation on the Jordan River Trail after finding him in possession of illegal drugs and stolen mail. “This is why I encourage people to report illegal activity in our community,” said Salt Lake City Police Chief Mike Brown. “Through this investigation, officers identified a person not only accused of using drugs, but also willing to sell drugs along the Jordan River Trail. Our community members deserve the Jordan River Trail and other parks and commuter corridors to remain safe and free from criminal activity. Our officers will continue to proactively enforce public safety to make a strong impact on reducing crime.” This investigation started at 11:45 p.m. on Sunday, January 26, 2025, when officers received information about illegal camping on the Jordan River Trail near 1170 West California Avenue. Officers contacted a person and found him to be illegally camping. Officers identified the man as 54-year-old Troy Olson. When officers checked a law enforcement records management system, they found Olson had active felony warrants for his arrest for drug-related offenses. During their investigation, officers found Olson in possession of drugs and drug paraphernalia, including a glass pipe with burn marks and residue. Officers developed probable cause to believe Olson was intending to sell and use the drugs in his possession. Officers booked Olson into the Salt Lake County Metro Jail on charges of unlawful possession of a controlled substance and one count of mail theft. Charges are only allegations, and every arrested person is presumed innocent unless and until proven guilty beyond a reasonable doubt. The Salt Lake City Police Department is not the custodian of record for jail booking photos. Utah Code 17-22-30 mostly prohibits the release of jail booking photos. Generally, a jail booking photo can only be released by the custodian of record after a conviction or when law enforcement determines the person is a fugitive or an imminent threat to a person or public safety. In Salt Lake City, the Salt Lake County Sheriff’s Office is the custodian of record for jail booking photos.
