SLCPD Bike Officers Arrest Man and Woman on Drug Distribution Charges near Library Square

SALT LAKE CITY — Officers with the Salt Lake City Police Department’s (SLCPD) Bike Squad have arrested a man and a woman on drug distribution charges after witnessing the two allegedly selling drugs near Library Square in downtown.

This investigation started around 10:51 a.m. on Tuesday, February 4, 2025, when officers conducting proactive patrols at Library Square, located near 500 South 200 East, saw several people come up to a woman and hand her cash.

The people would then wait a few moments before walking up to the man sitting nearby. Officers watched these alleged interactions, which appeared to involve an exchange of money followed by the transfer of a small plastic baggie.

During their investigation, officers contacted the man and woman, later identified as 54-year-old Donald Williams and 38-year-old Jerrica Hart.

Officers recovered suspected methamphetamine and drug paraphernalia inside Williams’ backpack during their investigation.

Officers also found suspected methamphetamine and cash inside Hart’s backpack.

Officers booked Williams into the Salt Lake County Jail on charges of distribution of a controlled substance and possession of drug paraphernalia.

Charges are only allegations, and every arrested person is presumed innocent unless and until proven guilty beyond a reasonable doubt.

The Salt Lake City Police Department is not the custodian of record for jail booking photos. Utah Code 17-22-30 mostly prohibits the release of jail booking photos. Generally, a jail booking photo can only be released by the custodian of record after a conviction or when law enforcement determines the person is a fugitive or an imminent threat to a person or public safety. In Salt Lake City, the Salt Lake County Sheriff’s Office is the custodian of record for jail booking photos.
