SLCPD Bike Officers Arrest Man Accused of Drug Distribution in Library Square

 SALT LAKE CITY — Officers with the Salt Lake City Police Department’s (SLCPD) Bike Squad continued their focused approach of addressing drug-related crimes with the arrest of a man accused of dealing drugs in Library Square.

This investigation started at approximately 4:44 p.m. on February 14, 2025, when officers conducting proactive patrols at Library Square, located near 500 South 200 East, saw a suspected drug transaction between two men exchanging cash for a small blue baggie.

Both men walked in different directions after the suspected drug transaction.

Officers stopped the man who allegedly purchased the drugs. According to court documents, he admitted to purchasing the drugs from the other man for $40.

Officers identified that man as 53-year-old Leroy Grimes.

During the investigation, officers found Grimes in possession of a baggie that field tested positive for methamphetamine and other drug paraphernalia.

Officers booked Grimes into the Salt Lake County Metro Jail on charges that include felony distribution of a controlled substance and unlawful possession of drug paraphernalia.

According to court and police records, Grimes is a repeat offender with multiple drug-related convictions.

Charges are only allegations, and every arrested person is presumed innocent unless and until proven guilty beyond a reasonable doubt.

The Salt Lake City Police Department is not the custodian of record for jail booking photos. Utah Code 17-22-30 mostly prohibits the release of jail booking photos. Generally, a jail booking photo can only be released by the custodian of record after a conviction or when law enforcement determines whether the person is a fugitive or an imminent threat to a person or public safety. In Salt Lake City, the Salt Lake County Sheriff’s Office is the custodian of record for jail booking photos.
