SLCPD Officers Arrest 10 People During Strategic Jordan River Trail Enforcement OperationSALT LAKE CITY — As part of an ongoing effort to address illegal activity occurring on the Jordan River Trail, officers with the Salt Lake City Police Department’s (SLCPD) Pioneer Patrol Division safely arrested 10 people as part of a coordinated enforcement effort. The joint operation, conducted Tuesday February 18, 2025, included patrol officers from the graveyard shift, the SLCPD K9 Squad, as well as a certified SLCPD drone operator. Prior to the enforcement occurring, the SLCPD drone operator conducted routine flights over the target area. The operator saw a large group of people breaking park curfew along the Jordan River Trail in between 500 North and 700 North. Officers positioned themselves to the north and south of the group. Officers announced their presence and began contacting the group. While doing so, several people started running away. The SLCPD drone operator reported nine people ran through several backyards. Because of the SLCPD’s drone technology, officers captured all nine people, including one person who hid behind a garbage can and another person who hid on a community member’s front porch. During the investigation, officers detained 46 people and identified all of them. Officers booked 10 people into the Salt Lake County Metro Jail and cited three people. Officers issued warnings to the remaining 33 people. Of the 10 people arrested, officers booked 31-year-old Ivan Carbajal on charges of felony possession of a controlled substance with the intent to distribute, failure to stop at the command of law enforcement, unlawful possession of drug paraphernalia, and warrants. Officers also booked 33-year-old Rayford Benally on felony charges of non-compliant sex offender, misdemeanor charges of sex offender in a protected area, possession of controlled substance, unlawful possession of drug paraphernalia, and six felony warrants for failure to register as a sex offender. The other arrestees include Annie Woodard, Nicholas Martinez, Samuel Cunningham, Austin Richens, Lilinoe Pulotu, Ricky Martinez, Richard Sanchez, and Daniel Ortiz. The SLCPD is releasing four clips of the drone footage from this operation. Media may use these clips with credit to the Salt Lake City Police Department. · SLCPD Drone Footage – February 18, 2025 Charges are only allegations, and every arrested person is presumed innocent unless and until proven guilty beyond a reasonable doubt. The Salt Lake City Police Department is not the custodian of record for jail booking photos. Utah Code 17-22-30 mostly prohibits the release of jail booking photos. Generally, a jail booking photo can only be released by the custodian of record after a conviction or when law enforcement determines the person is a fugitive or an imminent threat to a person or public safety. In Salt Lake City, the Salt Lake County Sheriff’s Office is the custodian of record for jail booking photos.
