SLCPD Gang Unit Named “Gang Unit of the Year” by Utah Gang Investigators Association

SALT LAKE CITY — The Salt Lake City Police Department (SLCPD) is proud to announce that the Utah Gang Investigators Association (UGIA) has awarded the SLCPD’s Gang Unit the 2025 “Gang Unit of the Year” – honoring the unit’s exceptional performance and impact during 2024.

This award reflects the collective efforts of a highly effective team of six investigators and one sergeant who are widely regarded by their peers throughout the State as leading experts on gang crime.

Even as the investigative landscape becomes more challenging with smaller, younger, and less centralized gangs and the widespread use of technology, today’s gang investigators face a very different kind of challenge compared to those who came before them.

In the past, gang enforcement often focused on large, well-known organizations with clear structure and hierarchy. Today, gang-related crimes are more fluid and decentralized. They are often driven by online interactions, encrypted messaging apps, and alliances that can shift from week to week.

Nevertheless, the SLCPD Gang Unit has developed an enforcement model that other agencies across Utah are now working to match.

In 2024, the Gang Unit’s proactive and intelligence-led policing approach produced significant results, including:

·        74 felony arrests.

·        38 residential search warrants.

·        8 federally screened cases.

·        51 firearms seized.

·        More than 25,000 fentanyl pills recovered.

·        198 grams of cocaine, 1,826 grams of marijuana, 3,174 THC cartridges

·        $20,000 in cash seized.

The unit also played a vital role in solving several homicides by using its understanding of gang networks, informants, and emerging trends. These efforts often required long hours, detailed coordination, and the skill to turn intelligence into successful enforcement actions.

As of May 12, 2025, the Gang Unit is on track to surpass last year’s success:

·        43 felony arrests.

·        33 residential search warrants.

·        48 firearms seized.

·        Over 20 pounds of marijuana seized.

·        Nearly $50,000 in cash recovered.

This award is proof that highly focused police work makes our city and state safer,” said Salt Lake City Police Chief Brian Redd. “Our Gang Unit, working collaboratively with other gang units, is leading the way in reducing gang violence. Their efforts to reduce crime, provide education, and reduce the generational impact of gang activity reduces victimization and saves lives. I support their efforts and am appreciative of what they’ve accomplished.

In addition to the unit’s collective recognition, Detective Johann Rubio received the UGIA’s 2025 Commendation Award for his leadership in a high-risk investigation that dismantled a dangerous gang-affiliated drug and firearm operation.

In April 2024, Detective Rubio led a multi-agency investigation at the Corner Stop in Salt Lake City.

The Corner Stop is a known location linked to drive-by shootings and gang violence.

His efforts resulted in the arrest of a documented gang member, the recovery of multiple firearms including a Glock with an illegal automatic switch, and the seizure of hundreds of THC products and thousands of dollars in cash.

The case is now being prosecuted by the United States Attorney’s Office. As a result, to protect the integrity of the pending criminal prosecution, no additional details about the case can be released.

“Detective Rubio has proven himself as a capable and committed gang detective,” said Chief Brian Redd. “His ability to identify leads and follow through with complex investigations yield impressive results. These investigations are not successful without an effective collaboration with his squad, prosecutors, and allied law enforcement agencies. This recognition speaks to his dedication. Our detectives are setting the standard for how gang and gun violence should be investigated.”

The Utah Gang Investigators Association is composed of law enforcement professionals from across the state who specialize in gang investigations and major crime enforcement. Being selected as the top gang enforcement team among this highly skilled community is a significant honor.

The Salt Lake City Police Department’s Gang Unit plays a key role in preventing gang-related crime and violence. This team of highly trained officers and detectives works closely with patrol and specialty units to gather intelligence, disrupt gang activity, and prevent gun violence through enforcement, education, and outreach. Their deep understanding of gang dynamics allows them to intervene effectively and build strong community partnerships that enhance safety and reduces gang presence in the city.

Gang detectives regularly partner with schools, community organizations, and youth programs to speak with students about the dangers of gang involvement. They have tough conversations with youth and young adults about how gangs limit their future, increase risk, and often lead to long-term consequences. These interactions are based on the firsthand experience of officers who have seen the impact of gang activity.

In addition, detectives help teachers, SLCPD school resource officers, and youth advocates by identifying early signs of gang recruitment and connecting families to support services. Their goal is not just to respond to crime but to help prevent young people from entering the gang lifestyle in the first place.
