Government Records Access
and Management Act (GRAMA)
GRAMA is a comprehensive law dealing with management of government records. GRAMA states who has access to records and how the law is enforced. It is an attempt to balance the public's constitutional right of access to information concerning public business, the individual's constitutional right of privacy when the government gathers personal data, and the public policy interest in allowing a government to restrict access to certain records for the public good.
What is GRAMA?
In 1991, the Utah Legislature enacted the Government Records Access and Management Act (GRAMA) under Title 63G, Chapter 2 of the Utah Code, giving the public the right to access information.
Fee:
- $10.00 per report requested up to 50 pages and $.25 per page after 50 pages.
- $32.00 for body cam video request.
- Additional costs may be assessed upon processing a request.
- Check or money order made out to Salt Lake City Corporation.
Requesting a Police Report
If living in Salt Lake County or near by counties, you have two options:

Present IN PERSON a completed form along with picture ID (current US Driver’s License, US ID Card, US Passport, US Visa, US Permanent Residence Card, US Employment Authorization Card, US Concealed Weapon Permit, or US Military ID) and a check or money order made out to Salt Lake City Corporation for any applicable fees at:

- A Driver Privilege Card is not considered identification in a government office.
- In addition to your Driver’s Privilege Card you must show 2 other current forms of ID. You may only show one ID from each category. (For example one from legal and one from photo or one from legal and one from utility. You cannot show 2 from photo or 2 from legal.)
Legal: birth, marriage, divorce, vehicle title
Utility: Rocky Mountain Power, Qwest, Questar, etc. (No cell phone bills accepted)
Photo ID: Sam’s Club, Costco, Work ID, School ID
Bank info: Checking statement, Savings account, credit card info
- Chronological logs (also known as complaint logs or service calls)
- Initial contact reports
- Photographs
- Traffic accident reports

Members of the Media
The media is entitled to any record that is deemed to be a public record pursuant to Utah Code Ann. § 63G-2-301. A governmental entity has ten (10) business days after receiving a written request to provide the record, deny the request, or notify the requester that it cannot immediately provide a response due to extraordinary circumstances. Media may request an expedited response of five (5) days (see box on form).
What are the charges for a record?
The Salt Lake City Police Department charges the following fees* in accordance with the Salt Lake City Code § 2.64.130:
- Police Reports are $10.00 per report up to 50 pages and $.25 per page after 50 pages.
- Traffic Accident Reports are $10.00 per report up to 50 pages and $.25 per page after 50 pages.
- Photocopies are $.10 per page.
- Photo CDs are $12.25 per CD.
- Body Cam Video DVDs are $27.00 per CD.
- Redaction time for body cam video is $37.00 per hour and can be charged in 15 minute increments.
- Staff Time for preparation, review and redaction of records is $20 per hour, minus the first 15 minutes.
*Prepayment of fees may be required.
