CompStat
CompStat is a performance management tool based on the goal of continuous improvement. CompStat utilizes computer statistics and is a combination of management philosophy and organizational management tools. Individual Commanders are responsible for reporting on their efforts, effectiveness, and their results in regular CompStat meetings.
The Salt Lake City Police Department subscribes to a management process by using CompStat. This model allows the Salt Lake City Police Department to identify problems and measures the results of our problem solving activities. CompStat involves meetings between Police Command Staff, Directors, and Civilian Staff to come together and work towards a common goal. That goal is improving the quality of life for the visitors and residents of Salt Lake City.

** DATA QUALITY ASSURANCE UPDATE: SEXUAL ASSAULTS **
While performing detailed data quality assurance of Sexual Assaults reported to Salt Lake City Police Department, a disparity was discovered in the historical categorization and coding of ‘Free Text Sexual Assaults’. The categorization of the ‘Free Text’ code is generally used when the assault does not fall under any other category, as determined by the FBI’s Uniform Crime Reporting Program and/or the National Incident-Based Reporting System, but is still classified as a Sexual Assault.
In order to preserve the integrity of the data, closely monitor and track Code R Kits, and provide quality investigative and advocacy aid for victims, the coding and classification of the aforementioned ‘Free Text Sexual Assaults’ on all cases has been updated as of 1600 hours on Monday, March 19th, 2018. No reports of Sexual Assault were reclassified to lower categories and no offense types were changed, the only adjustment was to move all ‘Free Text Sexual Assaults’ to the Part I Offense Category from the Part 2 Offense Category. Part 2 Offenses are not shown on SLCPD’s CompStat Reports. Moving these assaults from the Part 2 Category to the Part 1 Category exhibits a rise in the numbers for Part I Sexual Assaults for 2017 Year-to-Date, the 3-Year Average, and the 5-Year Average, but a decrease in the percentage changes for these same columns.
These adjustments have been made on all cases, however, historical CompStat Reports will not reflect these adjustments. Rather, they will take effect from the Week 11 CompStat Report forward.

For the purposes of CompStat reports, “Criminal Sexual Assault” is defined as the following categories: all forms of sexual assault (NCIC 1100 series) with the exception of unlawful sexual intercourse (1199-1) and statutory rape (1116‐0).
