SLCPD Arrests DV Suspect Accused of Assaulting OfficerSALT LAKE CITY — Officers with the Salt Lake City Police Department have arrested a 30-year-old registered sex offender who is accused of stabbing a woman and assaulting a police officer. This investigation started at 3:29 a.m. on Monday, September 2, 2023, when SLC911 got a 9-1-1 call from a woman reporting someone stabbed her at an apartment, located at 641 West North Temple. The woman knew the suspect from a previous romantic relationship. The woman has a serious, but not life-threatening wound. No additional information about her is being released. When officers attempted to stop the suspect, later identified as Phillip James Wilkins, inside the apartment he refused to comply. Officers had to chase after Wilkins. While being taken into custody, he began fighting and tried biting an officer. Upon his arrest, officers found Wilkins in possession of drug paraphernalia and a taser. Officers took Wilkins to the Salt Lake County Metro Jail and charged him with two counts of aggravated assault, two counts of possessing a dangerous weapon and one count each of committing a domestic violence offense in the presence of a child, destruction of property, use or possession of drugs, failing to stop at the command of a police officer, interfering with an arresting officer, assaulting a peace officer, sex offender registration violation, and damaging or interrupting a communication device. Because this is a domestic violence case, additional details about the criminal conduct Wilkins is accused of committing is not being publicly released to protect the privacy of the survivor. Charges are only allegations, and every arrested person is presumed innocent unless and until proven guilty beyond a reasonable doubt. The Salt Lake City Police Department is not the custodian of record for jail booking photos. Utah Code 17-22-30 mostly prohibits the release of jail booking photos. Generally, a jail booking photo can only be released by the custodian of record after a conviction or when law enforcement determines the person is a fugitive or an imminent threat to a person or public safety. In Salt Lake City, the Salt Lake County Sheriff’s Office is the custodian of record for jail booking photos.
