SLCPD Arrest Attempted Homicide Suspect Following Hit-and-Run Crash

SALT LAKE CITY — Officers with the Salt Lake City Police Department have safely arrested a 51-year-old man who is accused of intentionally crashing his car into another person.

This investigation started at 3:40 p.m. on Sunday, December 24, 2023, when SLC911 took a call about a hit-and-run crash near 300 South 1100 West. As officers responded, more calls came in about the crash and the suspect trying to get away. Several community members guided officers to the suspect.

Based on the preliminary investigation, the victim, in town visiting family, parked his SUV and started the process of unloading three children from inside. Without any warning, the suspect, Michael Norvell, is accused of rapidly accelerating and slamming his car into the victim’s SUV.

The victim had to jump on Norvell’s car to avoid being run down or pinned. The impact threw the victim to the ground. Fortunately, the victim was not critically injured.

The victim told officers he believed he would have been killed had he not jumped at the last second. The victim also told officers he believed Norvell tried to kill him.

Officers have found no connection to Norvell and the victim and this appears to be an isolated but random incident.

When officers arrested Norvell, he said he intentionally crashed his car into the victim.

The crash did not injure any of the children inside the victim’s SUV.

Officers booked Norvell into the Salt Lake County Metro Jail on charges of attempted homicide, aggravated assault, reckless driving, driving under the influence, failure to stop or yield, failure to perform the duties of a driver after a crash resulting in injuries, and having no license plate visible from 100 feet.

Several photos from the scene are being released. Media may use these photos with credit to the Salt Lake City Police Department.

Charges are only allegations, and every arrested person is presumed innocent unless and until proven guilty beyond a reasonable doubt.

The Salt Lake City Police Department is not the custodian of record for jail booking photos. Utah Code 17-22-30 mostly prohibits the release of jail booking photos. Generally, a jail booking photo can only be released by the custodian of record after a conviction or when law enforcement determines the person is a fugitive or an imminent threat to a person or public safety. In Salt Lake City, the Salt Lake County Sheriff’s Office is the custodian of record for jail booking photos.
