SLCPD Officers Arrest 28-Year-Old Man Accused of Having Large Amount of Suspected Fentanyl in Richmond Park 

SALT LAKE CITY — Officers with the Salt Lake City Police Department’s (SLCPD) Homeless Resource Center Squad have safely arrested a 28-year-old man on drug and weapons charges for allegedly possessing a large amount of drugs in Richmond Park.

This investigation started around 10:30 a.m. on March 25, 2025, when SLCPD officers on patrol saw a group of people illegally camping in Richmond Park, located near 440 East 600 South.

When officers approached the group, they saw someone hiding under a blanket smoking something.

As the man came out from under the blanket officers saw a drug pipe in the grass next to him.

The man, later identified as 28-year-old Peter Mosca, gave officers a fake name. As officers tried to verify Mosca’s identity, he ran away. Officers safely took Mosca into custody a short distance away.

A subsequent search revealed Mosca in possession of more than 250 suspected fentanyl pills—drug packaging material, and a knife.

Officers booked Mosca into the Salt Lake County Metro Jail for being in unlawful possession of a controlled substance with intent to distribute, possession of a dangerous weapon by a restricted person, interfering with a peace officer, providing false information to a peace officer and camping in a park.

The SLCPD remains committed to addressing illegal drug activity, including fentanyl distribution, which continues to pose a significant public health and safety risk, particularly to vulnerable populations.

Charges are only allegations, and every arrested person is presumed innocent unless and until proven guilty beyond a reasonable doubt.

The Salt Lake City Police Department is not the custodian of record for jail booking photos. Utah Code 17-22-30 mostly prohibits the release of jail booking photos. Generally, a jail booking photo can only be released by the custodian of record after a conviction or when law enforcement determines the person is a fugitive or an imminent threat to a person or public safety. In Salt Lake City, the Salt Lake County Sheriff’s Office is the custodian of record for jail booking photos.
